The Temenggong, who knew and trusted Farquhar, readily accepted the advantage he would gain from allowing the British to found a settlement on Singapore island … Raffles, perhaps urged by Farquhar, who was familiar with the succession dispute, decided to recognize the rival elder claimant, Sultan Hussien for the British to be able set up a station in Singapore.

Farquhar encouraged all comers to settle in Singapore and by 1821, there were about 5000 inhabitants. Farquhar then had to administer this rapidly expanding settlement with a shoe-string budget and spent less on salaries in a year than Bencoolen did in a month. In May 1820, he imposed small port clearance charges and a tax-farming system to cover the costs against Raffles orders. With this revenue, he was able to start on a public works programme that boosted confidence among the traders. In May 1820, Farquhar established the first regular force.

Source A     A historian’s view on why Raffles should be considered the founder of Singapore Without a doubt, it was Raffles who took the main initiative in the search for a British base at the southern mouth of the Malacca Straits, who secured Governor-General Lord Hastings' authorisation, and who chose Singapore in preference to the Kerimuns, which Farquhar favoured. He signed the initial treaties for the joint Anglo-Malay condominium, and strongly promoted that the British should retain Singapore over Dutch protests. He laid down the original plans and policies, and had a vision of what Singapore could and would become.

Source B  A Singaporean writer’s comment on Raffles’ career and contribution to Singapore
Raffles came up with a town plan to remodel Singapore into a modern city. The plan consisted of separate areas for different ethnic groups and provision of other facilities such as roads, schools and lands for government buildings. Raffles devised a set of policies and regulations that outlined the objectives of the harbour that helped establish Singapore as a free port Raffles also instituted a local magistrate which ensured peace and order in the thriving settlement. The local magistrate abolished and controlled activities such as public gambling, slavery and cock-fighting, and even subjected pawnbrokers to licensing regulation. Upon establishing a British settlement in Singapore, one of Raffles's concerns was establishing an institution for higher learning.

Raffles, as Lieutenant Governor of the new station, handed to Major Farquhar a long letter he had drafted, conveying minute instructions about the future development of the city. At last, the dream was becoming a visible reality and the quick spirit of Raffles saw already the crowds flocking to create a fair and flourishing colony. He foresaw the mixing of races that would gather at the new port upon the highway of the seas.
